Tapered insulation or new drainage goes in first. Membrane over a drainage problem only delays the next leak.

How long does a flat roof last?
A well-installed single-ply membrane with proper drainage generally gives twenty years or more. Standing water is what cuts that short, which is why we deal with the slope first.
Can you put a flat roof over shingles?
Not directly. The shingles come off and the deck is prepared for a membrane system. A porch or addition roof that was shingled below minimum slope is one of the most common jobs we do.
Is ponding water always a problem?
Water that clears within forty-eight hours after rain is generally acceptable. Water still standing after that accelerates membrane breakdown and adds load to the structure.
